Is this white-hat? Yes, you bet. This is the one of the most white-hat techniques possible. Much more so, compared to creating forum profiles and blog comments purely for the purpose of getting backlinks.
Is this repeatable? Absolutely. You have to work for it, but it will pay off. And the other part - in my opinon it will not work if you do not provide valuable content on your page.

Are you actually going to show some of the websites you’ve used this method on, so we can verify your claims, or are you just hoping to take advantage of people who don’t know any better?
I have described everything on example of one of my websites (all report is written such way that it describes what I did for this particular website) but it repeatable for any website that brings value to it’s visitors. Ok… it is on example of this website http://tweetrandomizer.com
Why was this report taken down? Are the methods no longer effective?
